- Preheat the oven to 350°F. Prepare the pan with vegetable pan spray.
- In a medium bowl, whisk together flour, sugar, cocoa powder, baking powder and salt. Add vegetable oil, egg, milk and vanilla extract; stir well until smooth.
- Divide batter evenly between cavities, smoothing into an even layer (about 1 tablespoon per cavity).
- Bake for 13-16 minutes, or until edges are set and a toothpick inserted in the center comes out almost clean. Cool in pan on a cooling rack 5-10 minutes, loosen edges if necessary, and remove. Let cool completely on the rack.
