Make cookies one day in advance. Prepare and roll out cookie dough following recipe directions. Use third smallest (2 1/2 in.) heart cutter from set to cut cookies. Bake and cool cookies.
Prepare Color Flow icing following recipe directions. Tint rose. Use tip 3 and full-strength rose icing to outline cookies. Use thinned rose icing in cut disposable bag to flow in cookies. Let dry 24 hours.
Make cake pops mixture following recipe directions.
Assemble treat pops. Use scissors to cut a rectangle for each treat, 2 5/8 in. x 6 in., from zebra edible decorating paper. Wrap rectangle around inside of treat pop.
Fill treat pop with about 4 tablespoons of cake pops mixture.
Prepare buttercream icing following recipe directions. Use tip 2A and icing to pipe a swirl of icing from back edge following the curves of the container, then filling the center. Use black edible color marker to write name on cookie. Position cookie on top of treat pop. Use tip 2A and icing to pipe a small mound to support cookie.
