Bake and cool 1-layer cake. Ice smooth in white. Cut and attach Sugar Sheets! decorations with piping gel as described below. Cut two red Sugar Sheets! in half (8 x 5 1/2 in.). Using border punch with Scallop Cutting Insert, cut one long edge on three sheets; trim to 7-scallop sections,
4 in. deep. Attach on left side of cake, trimming as needed.
Using cutters from set as a guide, trace letters with FoodWriter on back (shiny) side of bright yellow Sugar Sheets! Cut out letters with scissors. Use patterns and rotary cutter to cut cake shapes in light pink, blue, yellow and green. Attach to cake beginning 2 in. from bottom.
Decorate tilted cakes and background using bright color Sugar Sheets! Cut dots using wide end of tip 5; attach. Cut 1/4 in. wide stripes in lengths needed; attach, about 1/4 to 3/8 in. apart. Use Border Punch with Scallop Cutting Insert to cut 1 in. high strips 1/2 in. wider than top edge of cakes; brush with piping gel, coat with matching colored sugar and attach. Cut candle 3/8 in. wide x 2 1/2 in. long; attach. Use Punch with Leaf Insert to cut flame; attach. Use medium Cut-Out to cut four balloons; attach. Cut 1/8 x 2 in. long strips for strings; wrap around dowel rod and let rest 15 to 30 seconds. Slide off and attach. Pipe tip 5 bead bottom border. With knife, cut random confetti pieces 1/4 to 1/2 in. square. Attach to background and bottom border.
