In advance: Make cookies. Prepare and roll out dough. For each, cut message heart using smallest heart cutter, body using largest heart cutter and head using circle cutter. Bake and cool.
Also: Cover cookies with thinned royal icing. Let dry.
And: Decorate head. Place round cookie on waxed paper-covered board. Pipe tip 12 outline eye socket (flatten with finger dipped in cornstarch). Pipe tip 8 ball eyes and flatten; pipe tip 3 dot pupils and flatten. Outline and pipe in mouth. Pipe tip 8 pull-out crown points; pipe tip 3 bead hearts on points. Let dry thoroughly.
Attach head to body with icing; if needed, prop up to maintain position until dry. Attach pink heart. Pipe tip 1 message. Pipe tip 8 outline arms and bead fingers; pipe tip 12 bead toes.
