In advance: Make circles. Tint portions of fondant violet and rose; roll out 1/8 in. thick. Cut circles using smallest Cut-Out. Brush with water and sprinkle with Cake Sparkles; let dry on cornstarch-dusted surface.
Ice cupcakes smooth. Position circles; insert pick or position icing decoration in center.
