Melt white Candy Melts candy according to package directions. Use primary and garden candy colors to tint portions of melted white candy light orange (for skin tone shown), yellow, red and black. Dip cake pops in melted skin tone candy. Chill until firm in stand 10 to 15 minutes. Reserve remaining candy.
Decorate cake pops. Melt light cocoa Candy Melts candy according to package directions and insert sticks following recipe directions. Use reserved melted candy in cut parchment bags to pipe yellow hair; black eyes and eyelashes; light cocoa eyebrows and beauty mark; skin tone nose; and red lips. Chill until firm in stand 3 to 5 minutes.
Make hat. Tint a 1 1/4 in. ball of white fondant rose for each treat. Use 9 in. fondant roller with pink guide rings to roll out 1/16 in. thick. For headband, use fondant trimmer to cut a strip, 3/8 in. wide x 5 1/2 in. long. Use brush and piping gel to attach around pop.
For hat tie, cut two strips, 1/4 in. wide x 7/8 in. long. Cut a small triangle out of one end of each strip. Press top of strips together. Use damp brush to attach to side of headband. For knot, roll a ball of rose fondant, 1/4 in. dia. Use damp brush to attach to hat tie.
