Step 1

One day in advance, make 97 loops and 3 streamers: Cut 100 strips of freezer paper 2 in. wide x 8 in. long. Cut a notch in one end of 3 strips for the streamers. In order to create the curve of the roll, be sure to cut the 8 in. length in the natural curving direction of the freezer paper roll. Pour melted candy into a cut disposable decorating bag and squeeze onto the glossy side of freezer paper strips. Cover entire strip and smooth with a small angled spatula. Lift pieces and clean edges with fingertips. Set aside for 1 to 1 1/2 minutes until candy just begins to firm. For loops, press ends together and rest on side until completely dry. For streamers, curve the strips slightly and rest on side to let completely dry. Make extras to allow for breakage. Carefully remove paper. Using a cut bag filled with melted candy, pipe bead border. Attach streamers to 3 in. lengths of lollipop sticks.

Step 2

Mold 4 stars on sticks using melted candy, Star Cookie Treat Pan and 11 3/4 in. sticks. Triple pipe numbers on stars.

Step 3

Let set. Wrap sticks with wired ribbon, then tie on curling ribbon. Set aside. Blowup balloons, write message using marker. Wrap 3 lollipop sticks with wired ribbon, tie on balloons. Cover three decorating tips with gold foil wrappers. Thread tip onto stick, wide end up, and push up to balloon to hold in place. Tie on curling ribbon.

Step 4

Heavily ice 1-layer 3 in. high cake. Pipe and stars. Beginning at bottom, arrange loops and gently push into icing, covering cake. Position streamers on sticks.
