Create hat. Ice top of hat smooth with spatula and full-strength white icing. Heavily spatula ice hat brim in white icing. Immediately sprinkle on sapphire pearlized sugar. Brush piping gel on hatband. Immediately sprinkle on silver pearlized sugar.
