Bake and cool cake. Trim right hand and arm off cake. Ice bottoms of feet and inside ears smooth with spatula. Using tip 3, outline dress neckline, pipe-in eyes, nose, mouth (smooth with finger dipped in cornstarch). Cover top of dress with tip 18 stars. Cover bear with tip 233 pull-out fur, beginning from bottom and working to top. Pipe tip 3 pull-out eyelashes. Pipe tip 127D skirt ruffle. Overpipe arms with tip 233 pull-out fur. Position flowers around skirt ruffle; add tip 352 leaves. Attach star and build up paws with tip 16; overpipe paws with tip 233 pull-out fur. Push wings into back of angel. Use royal icing to attach flowers to halo and pipe tip 352 leaves. Position halo on head.
