Make cookies. Prepare dough and roll out to 3/16 in. thick. Cut using smallest cutter from set.
For half the circles cut, invert pops pan and spray with vegetable pan spray. Drape dough over every other pan cavity, pressing to smooth surface. Bake 10-14 minutes, or until firm and golden brown. Cool pan on cooling grid 10 minutes. Carefully loosen bottom edges of pan using spatula.
Bake and cool remaining circles flat on cookie sheet.
Fill treat. Fill shaped cookie with small spice drops.
Make piñata treats. Prepare royal icing. Tint blue.
Use tip 12 and blue icing to pipe a line around rim of candy-filled cookie; attach flat cookie. Turn treat right side up.
Decorate treats. Use tip 18 and blue icing to pipe pull-out stars. Use tip 12 and blue icing to attach candy eyeballs and pipe ball nose.
For mouth, cut shoestring licorice, 2 1/2 in. long; attach with icing.
For hat, cut 1/4 in. from bottom of large spice drop; roll out 1/16 in. thick. Reattach to top of spice drop with icing. Use tip 12 and blue icing to attach hat to treat.
