In small bowl, mix gelatin with 1/3 cup water. Set aside.
In saucepan, combine sugar, corn syrup, water, cream of tartar and salt; heat to boiling on medium-high heat, stirring constantly. When mixture comes to full boil, stop stirring. Continue boiling 7 minutes, occasionally brushing sides of pan with wet pastry brush to prevent sugar crystals from forming. Pour mixture into large bowl (do not scrape pan out) and cool 5 minutes. Add gelatin mixture and vanilla.
