Make candy plaque. Melt red Candy Melts candy according to package directions. Place 2 1/2 in. circle cutter from set on non-stick cookie sheet. Pour melted red candy inside cutter to 1/2 in. thick. Tap pan lightly to remove air bubbles. Chill until firm.
Use sharp knife to cut 3/16 in. hole 3/16 in. deep in center of candy plaque.
Use black edible color marker to draw top 1 in. of lollipop stick. Insert opposite end of lollipop stick into candy plaque, and use melted red candy to attach. Chill until firm.
Make mini cupcakes. Prepare cupcake batter following recipe directions. Bake mini cupcakes in three different colored baking cups (two blue, one red, one yellow) and cool. Use a sharp knife to cut center hole in cupcake bottoms.
Prepare buttercream icing. Use tip 12 and icing to cover tops with swirls. Sprinkle with colored sugar to match baking cup colors.
Assemble cupcake tower. Slide cupcakes onto lollipop stick in this order: blue baking cup, yellow baking cup, red baking cup, and then blue baking cup. Remove crumbs and icing from top of stick.
Make flame. Use fondant roller with pink guide rings and granulated sugar to roll out spice drop on granulated sugar to 1/16 in. thick. Use small leaf Cut-Out to cut out flame. Use a dot of red melted candy to attach to top of lollipop stick.
