Make cake circles. Prepare white cake batter following recipe directions. Tint orange. Bake and cool cake. Use knife to level cake to 1/2 in. high.
Use smallest round cutter (1 3/4 in.) from set to cut four cake circles for each treat.
Assemble treat pops. Prepare buttercream icing following recipe directions. Tint yellow. Push one orange cake circle into bottom of treat pop. Use tip 2A and yellow icing to pipe a swirl of icing from back edge following the curve of the container, then filling the center. Repeat to add three more layers of cake and icing. Use tip 2A and yellow icing to pipe a swirl on top of treat pop.
Decorate treat pops. Melt white and black Candy Melts candy, separately, according to package directions. Use melted black candy in cut parchment bag to pipe mouth on outside of treat pop. Chill until firm 3 to 5 minutes. Use melted white candy in cut parchment bag to pipe triangle teeth. Chill until firm.
Use knife to cut green spice drop to 1/2 in. high. Use melted white candy to attach rounded top of spice drop to treat pop for nose. Chill until firm. Use melted white candy to attach large candy eyeballs to three pretzel sticks. Chill until firm, 3 to 5 minutes.
For tongue, microwave a piece of strawberry taffy at low power in 5 second intervals until soft enough to shape. Use hands to shape tongue, 1 in. wide x 2 in. long. Let cool to room temperature. Use melted black candy to attach tongue to mouth. Chill until firm. Insert eyeballs into treat pop.
