Using pattern covered with waxed paper, figure pipe two fish using tip 8 for body and tip 3 for fins. Add tip 1 dot eyes.
Set aside. Cut dowel rod to 3 1/2 and 4 1/2 in. lengths. Paint with brown icing color thinned with water, let set.
Trim giraffes off cake. Ice sides and background area smooth. Cover boat with tip 2B bands. Pipe tip 12 band top rail of boat (smooth with finger dipped in cornstarch).
Make fishermen: Pipe tip 16 star faces, using tip 3, outline eyes, outline and pipe in mouth and tongue.
For red hat, pipe six tip 8 vertical stripes; add black tip 8 outline brim and dot button.
For green hat, cover head with tip 12 add tip 12 band brim. Tie licorice onto one end of each prepared dowel rod.
Position rods on cake top; outline tip 3 hands over rods, fill in with tip 14 stars.
Position fish on cake, place end of licorice in fish's mouth, trimming licorice if necessary.
Spatula stripe a decorating bag with white, light royal blue and dark royal blue icing.
Cover bottom of boat with tip 21 e-motion and c-motion waves.
Cut a 12 x 8 1/2 inch sail out of parchment paper. Insert cookie stick in cake top for mast and attach sail using dots of icing.
