Bake and cool 1-layer cake. Prepare and cover with 36 oz. white rolled fondant; reserve excess fondant. Tint fondant: 12 oz. yellow, 6 oz. blue, 6 oz. rose, 4 oz. green. Roll out 1/8 in. thick as needed. Cut 4 in. squares; 1 orange and 2 each blue, green, pink, yellow. Attach to cake top using damp brush. Cut balloons using Circle Metal Cutter; cut presents, hats, cupcakes and center cake using Party Cutter Set. Use knife and cookie cutters to cut trims.
