Make mini whoopie pies. Prepare batter following recipe directions. Bake and cool whoopie pies according to pan package directions.
Assemble treat pops. Prepare buttercream icing following recipe directions. Tint yellow, rose, and burgundy. Push mini whoopie pie into bottom of treat pop container. Use tip 2A and your choice of icing color to pipe swirl from back edge following the curve of the container then filling in the center. Repeat to add three more layers of cake and two more layers of icing. Use tip 32 to pipe a swirl of icing on top.
Make flower. Assemble flower toppers according to package directions Insert into top of treat pops container.
