Melt light cocoa and white Candy Melts candy, separately, according to package directions. Use a little melted light cocoa candy to tint white candy skin tone shown. Use primary and garden candy colors to tint portions of melted white candy red and black. Reserve some white candy. Dip cake pops in melted skin tone candy. Chill until firm in stand 10 to 15 minutes. Reserve remaining candy.
Decorate cake pops. Use reserved melted candy in cut parchment bags to pipe black hair, eyes, eyebrows, eyelashes and beauty mark; skin tone nose; and red lips. Chill until firm in stand 3 to 5 minutes.
Make hat. Tint a 1 1/4 in. ball of white fondant violet for each treat. Use 9 in. fondant roller with pink guide rings to roll out 1/16 in. thick. For headband, use fondant trimmer to cut a strip, 1/4 in. wide x 3 3/8 in. long. Use brush and piping gel to attach around pop.
For flowers, use small daisy Cut-Out to cut two flowers for each treat. Place flowers on thin shaping foam. Use small ball tool to thin petal edges. Use damp brush to attach two flowers together, staggering petals. Use melted white candy in cut parchment bag to attach a white Sugar Pearl to each flower center. Chill until firm 3 to 5 minutes. Use melted candy and a cut parchment bag to attach flower to headband.
