Make brownies. Prepare brownie batter following recipe directions. Bake and cool brownies in silicone mold supported by cookie sheet. Use knife to cut approximately 1/4 in. off the bottom of brownie.
Melt light cocoa Candy Melts candy according to package directions. Dip stick in melted candy and insert in rounded end of brownie. Place in stand. Chill until firm, about 3 to 5 minutes.
Decorate brownies. Prepare chocolate buttercream icing following recipe directions. Use tip 8 and chocolate icing in cut decorating bag to cover wide end of brownie. Use spatula to smooth. Immediately roll end in chocolate jimmies. Place brownie in decorating stand. Use tip 8 and chocolate icing to pipe pull-out stem on top of brownie.
