Position Santa hat cutter, round cutter and smallest leaf (make 2) cutter on cookie sheet and fill 1/4 in. deep with melted orange candy; refrigerate until set. Unmold. Use melted candy in cut parchment bag and pipe alternating red/green stripes. Pipe white candy pom pom and band on hat; sprinkle with sparkling sugar; let set. Cut top 1 in. from top circle candy. Position hat on face leaving 1 1/4 in. of face exposed; attach with candy. Use round cutter to cut 1/4 in. off edge of leaves so ears will fit flush to heat. Position head on waxed paper and attach ears to head with melted candy; let set. Attach hat to head with melted candy. Pipe eyes and mouth with light cocoa candy in cut parchment bag. Pipe dot nose and cheeks with orange melted candy in cut parchment bag.
