In small bowl, combine flour, baking powder, salt, cinnamon and cayenne pepper; set aside. In medium microwave-safe bowl, melt butter and 1 cup chocolate chips on half power in 30-second intervals, stirring between each, until melted. Stir in sugar, eggs and vanilla; mix well. Add flour mixture; mix until just combined. Stir in remaining 1/2 cup chocolate chips. Alternate dropping spoonfuls of brownie and cheesecake batter in prepared pan. Swirl the two batters together to create a marbled effect using a knife.
