In advance: Make cookies. Prepare and roll out dough. Cut circles using largest cutter from set. Bake and cool cookies. Tint icing. Outline cookies with tip 3 and full-strength icing; flow in with thinned icing . Let dry on waxed paper-covered boards.
Tint fondant (2 oz. for every three cookies); reserve 4 oz. white. Roll out fondant 1/8 in. thick as needed. Cut white blossoms using largest cutter from set; attach using piping gel. Use cutter from party set to cut two cupcakes in each color. Attach one of each color to cookie using damp brush. Use veining tool from set to mark lines 3/8 in. apart on baking cup area. Use sharp knife to cut icing area off remaining cupcakes; layer and attach. Attach confetti with piping gel.
