In advance: Make cookies. Prepare and roll out dough. Cut using largest Round Cut-Out. Bake and cool cookies. Attach cookie stick to back with melted candy. Let dry. Ice cookies smooth with buttercream.
Use Slide-N-Cut Edge Cutter to cut 4 in. squares of red, bright yellow and light green. Use scissors to cut 2 in. deep slits from each corner toward center. Starting at top left corner, lift and fold point to center; brush with piping gel to secure. Repeat with remaining corners. Use narrow end of tip 12 to punch out bright pink circle; attach to center. Attach pinwheel to cookie with piping gel.
