In advance, make monkey and arm cookies: Prepare and roll out dough. Cut cookies using monkey cutter from set and arm pattern. Bake and cool. Outline monkey and arm with tip 2 and full-strength brown color flow; flow in with thinned color flow in cut bag. Let dry overnight. Outline snout with tip 2 in light brown; flow in and let dry. Pipe in tip 2 inside ear (smooth with finger dipped in cornstarch). Pipe tip 2 dot and outline eyes, nostrils and mouth in black. Let dry.
Finally in advance: Make fondant squares. Tint 2 oz. fondant light blue, 2 oz. dark blue. Roll out 1/8 in. thick. Cut 50 squares in each color using small Cut-Out. Attach for border with damp brush.
Bake and cool cake. Ice sides and bevel top edge smooth. Mark 3/4 in. squares for background with toothpick. Fill in squares with tip 16 stars, alternating light, medium and dark green. Print tip 8 name. Position cake on prepared board. Attach monkey heads and arms with buttercream. Pipe tip 10 bead bottom border.
