In medium bowl, combine flour, sugar, cinnamon, baking powder, baking soda and salt; set aside. In large bowl, beat eggs at high speed with electric mixer until foamy, about 1-2 minutes. Add oil in a thin stream, beating well. Add orange juice and zest. Add flour mixture; mix until combined. Stir in carrots and pecans. Pour mixture into prepared pan.
In medium bowl, combine flour, baking soda, ginger, cinnamon and salt. In large bowl, beat butter, granulated sugar and brown sugar with electric mixer until fluffy. Add egg; beat until combined. Add molasses; beat until combined. Add flour mixture, beating until just incorporated. Roll rounded tablespoons of dough into balls. Roll in sparkling sugar. Place about 2 in. apart on ungreased cookie pan.
Bake 9-11 minutes or until edges are set (centers will be soft). Cool 2 minutes; remove to cooling grid. Cool completely.
