Make candy cupcake topper. Melt white, red, and green Candy Melts Candy, separately, according to package directions. Use blue candy color to tint a small portion of melted white candy blue. Use violet candy color to tint a small portion of melted white candy violet.
Place circle cutter in cake pan. Use melted white candy in cut decorating bag to fill cutter 1/8 in. thick.
Use melted blue, red or violet candy in cut decorating bag to pipe five horizontal lines on white candy. Immediately use toothpick to drag lines of candy from both sides of horizontal line.
Chill until firm, about 10 to 15 minutes. Press gently to remove cutter.
Make cupcakes. Prepare batter following recipe directions. Bake and cool cupcakes.
Decorate cupcakes. Prepare buttercream icing following recipe directions. Use spatula and white icing to ice cupcakes smooth. Position candy topper on cupcake.
