Make candy plaque by pouring 1 bag of melted Light Cocoa Candy Melts into round pan.
Lightly tap pan to level and remove air bubbles. Refrigerate until well chilled, at least 45 minutes.
Turn over to unmold from pan. Position Happy Birthday stencil on candy plaque and trace pattern with toothpick.
Remove pattern and lightly brush away candy crumbs with a soft tissue.
Divide 1 bag melted White Candy Melts into 5 small cups, color as needed with Primary Candy Color Set (Note: to make green, combine blue and yellow).
Pour melted candy into candy decorating bags, cut small opening in tip and pipe in stencil design areas. Let set.
