Step 1

4 days in advance: Make cones. Using compass, trace the following circles on paper: five each 5 1/4 in., 4 3/4 in., 4 1/4 in. and 2 1/4 in. dia.; four each 3 3/4 in., 3 1/4 in., 2 3/4 in. and 1 3/4 in. dia. Cut out circles, retaining one of each size to use as patterns. Roll remaining circles into cones; tape edges. Tint gum paste blue; roll out 1/16 in. thick. Using circle patterns, cut a gum paste circle for each paper cone (cut extras to allow for breakage). Roll gum paste circles into cones; secure edges with damp brush. Let dry overnight on matching size paper cones dusted with cornstarch.

Using royal icing, pipe tip 2 scrolls on cones. Let dry. Paint scrolls with gold Pearl Dust/lemon extract mixture. Carefully remove paper cones.

Step 2

Also: Make topper. Attach three cones, 5 1/4 in., 4 3/4 in., and 4 1/4 in., together using melted candy. Chill until firm. Attach lollipop stick to back center with melted candy, leaving 3 in. extended to insert in cake. Chill. Attach three cones, 2 1/4in. to front with melted candy. Chill. Attach two cones, 1 3/4 in. to front with melted candy.

Step 3

And: Prepare and cover base board with 24 oz. lime green fondant.

Step 4

Bake and cool 2-layer cakes. Prepare and cover cakes with fondant. Prepare cakes for stacked construction positioning cakes offset to back center of base board.

Step 5

Attach cones to cakes with thinned fondant adhesive in descending sizes as follows: For 6 in. cake, attach one each of six largest cones, starting at left center of cake. For 8 in. cake, attach one each of seven largest cones, aligning largest cone between second and third largest cones on 6 in. cake. For 10 in. cake, attach one of each size cone, aligning largest cone between second and third largest cones on 8 in. cake.

At party: Insert topper.
