Prepare and roll out dough. Using Rotary Cutter, cut rectangles, 3 1/4 long x 1 3/8 in. wide, from cookie dough. Bake and cool.
For flames, use punch with Leaf Cutting Insert to cut leaves from Bright Yellow Sugar Sheets! Trim off stems. Using parchment triangle and piping gel, pipe backward question marks on flames. Sprinkle with yellow sparkling sugar.
Cookie toppings: Using Rotary Cutter, cut rectangles, 3 1/4 long x 1 3/8 in. wide, from Green Stripes, Red Swirls, Yellow Stars and Blue Dots Sugar Sheets! (Each patterned sheet will make 14 candles.) Attach one rectangle to each cookie using piping gel.
For each green-striped or yellow-star cookie, use Rotary Cutter to cut 6 strips, 2 long x 1/8 in. wide, from Bright Green Sugar Sheets! or Bright Yellow Sugar Sheets! Place strips diagonally, 3/8 in apart, on cookies. Trim to fit and attach using piping gel.
For each blue dot or red swirl cookie, use Rotary Cutter to cut 4 strips, 2 long x 1/4 in. wide, from Bright Blue Sugar Sheets! or Red Sugar Sheets! Place strips diagonally, 1/2 in. apart, on cookies. Trim to fit and attach using piping gel.
Attach 1 1/2 in. long licorice strings to backs of cookies using melted candy. Attach flames to top of strings using melted candy.
