Cover flower pot and make base with melted candy. Melt white and light cocoa Candy Melts candy, separately, according to package directions. Use orange candy color from set and a small amount of melted light cocoa candy to tint melted white candy terra cotta.
For base, place largest metal circle from set on cookie pan. Use melted candy in cut disposable decorating bag to fill cutter 1/4 in. thick. Chill until set 15 minutes. Unmold and set aside.
Invert cake on cooling grid placed over parchment paper-covered cookie pan. Use melted candy in cut disposable decorating bag to pipe candy over cake. Gently tap cooling grid to remove excess candy. Chill until set about 10 minutes.
For flower pot rim, tint 4 oz. fondant terra cotta. Use fondant roller with purple guide rings to roll out fondant 1/8 in. thick. Use fondant ribbon cutter with 1 in. spacer and straight cutting wheel to cut ribbon, 22 in. long. Use melted terra cotta candy in cut disposable decorating bag to attach strip to rim of flower pot.
