Make cakes. Prepare cupcake batter following recipe directions. Bake and cool mini cakes. Prepare buttercream icing. Tint portions blue, rose, yellow and green. Reserve some white.
Use spatula and white icing to ice top of cakes smooth.
Decorate shapes. Use elephant cutter, medium star Cut-Out and medium heart Cut-Out to imprint shapes in center of some cupcakes. Use tip 3 and yellow, blue or rose icing to outline shape. Use tip 14 and matching color icing to fill in shape with stars.
Decorate letters. Use tip 5 and blue, rose or green icing to print letters on some cakes.
Outline cakes. Use tip 10 and blue, yellow, rose or green icing to pipe outline border on edge of each cake.
The star tip creates the most celebrated, easily accomplished decorations! The serrated edges of the star tip make ridges in the icing as you squeeze it out. Because fill in requires so much piping from the same bag, keep replenishing icing in bag.
