Preheat oven to 350°F. Spray 9 in. round pan with vegetable pan spray.
In large bowl, combine cake mix, pudding mix, eggs, water and oil. Beat with electric mixer on low speed 30 seconds, scraping bowl frequently. Beat on medium speed 2 minutes. Pour into prepared pan.
Bake 46-48 minutes or until toothpick inserted in center comes out clean. Cool in pan 10 minutes; remove from pan to cooling grid and cool completely.
In small microwave-safe bowl, melt 1/2 cup Candy Melts candy at 50% power for 1 minute; stir. Continue microwaving in 30 second intervals until candy is completely melted. Using Decorator Brush, coat insides of cones with melted candy. Place cones upside down on cooling grid and refrigerate until candy is set, about 10 minutes.
In large bowl, crumble cake until no large chunks remain. Add icing and mix with fingers until well combined. Form 12-2-in. balls and place on parchment lined cookie pan. Press 2 tablespoons of mixture into each cone. With cupped hand, gently press ball to attach cake to mixture inside cone. Chill in refrigerator about 1 hour or until firm.
In small microwave-safe bowl, melt remaining candy according to package instructions; cool slightly. Carefully spoon about 2-1/2 teaspoons melted candy on top of cake ball and spread. Sprinkle with jimmies and top with cherry while candy is still soft. Repeat with remaining cones.
