In advance: Make candies using Piping Method. For balloons, tint light and dark shades in each color. Chill until firm. For cake trims, tint candy dark violet.
Make 25 zigzags using Dessert Accents Mold. For number, set cutter backwards on Cookie Sheet; fill 1/4 in. deep with melted candy. Chill until firm; unmold. Attach Lollipop Stick to back using melted candy.
Bake and cool 2-part large cupcake. Ice bottom smooth; spatula ice top fluffy. Attach candy zigzags to sides, about 1/2 in. apart, trimming as needed. Insert lollipops.
