Melt white Candy Melts candy according to package directions. Dip pops in candy; chill until firm in decorating stand.
Tint portions of fondant blue and yellow. For hat, roll out blue fondant 1/8 in. thick. Cut hat rim 1 3/4 in. at base and 3/4 in. deep. Use remaining fondant to shape cap. Let set.
Prepare icing and tint portions red and black. Pipe stitches with tip 2 and red icing. Pipe smile with tip 2 and black icing.
With melted candy, attach rim to hat and candy eyeballs to cake pop.
For hair, roll out yellow fondant 1/8 in. thick. Cut 2 in. strips in various widths coming to a point at the end. Curl up by bending fondant around brush. Attach using melted candy. Attach hat with melted candy.
