Decorate head. Position bottom half of cupcake, wide side down on foil-wrapped 10 in. cake circle. Use spatula and orange icing to ice top smooth. Use a toothpick to mark face area, 6 in. wide at base, tapering up to 5 in. wide at top edge. Use tip 18 and green icing to cover face with stars.
Use tip 22 and orange icing to cover remainder of head with pull-out star hair. Use tip 7 and black icing to pipe dot eyes, outline eyebrows and zigzag mouth. Pipe tip 7 and white icing to pipe tooth. Use tip 2A and green icing to pipe pull-out nose.
