In advance: Make candy tires and hands. Using candy color, tint portion of melted candy black. Position large Cut-Out on waxed paper-covered board and fill with candy, 1/4 in. deep; refrigerate until firm and unmold. Repeat to make 4 tires. Cover hand pattern with waxed paper. Outline and fill in pattern with white candy; refrigerate until firm. Reverse pattern and repeat to make opposite hand.
Bake and cool car and 2 mini ball cakes. Trim off top of car. Position car on foil-wrapped double cake board, cut to fit. Wrap craft block with foil and position under car. Trace windshield pattern on cake board and cut out; wrap with foil. Attach lollipop sticks to windshield with melted candy; let set. Attach candy tires with melted candy. Outline and pipe in tip 3 hubcaps and axles (pat smooth with finger dipped in cornstarch). Ice passenger area smooth. Outline car with tip 4. Cover car with tip 16 stars; overpipe wheel wells for dimension. Pipe tip 8 outline trim and numbers; add tip 8 ball lights (flatten and smooth with finger dipped in cornstarch). Pipe tip 12 band bumpers and running boards. Insert flower nail for steering wheel; cover with tip 13 stars.
Ice mini ball cakes together for head; position. Outline eyes and pipe in mouth with tip 3. Cover face with tip 13 stars; overpipe nose for dimension. Add tip 16 pull-out star hair. Cut dowel rods to 4 1/2 in. and 2 1/2 in. long for arms. Attach hands with candy. Insert arms in cake, leaving 2 1/4 in. extended for left arm, 1 in. extended for right arm. Cover hands with tip 13 stars and arms with tip 16 stars. Insert windshield and cover with tip 16 stars. Fill 3 flower spikes with icing and insert in cake; insert balloons in spikes. Position curling ribbon.
