Several days in advance, make gum paste decorations: Tint 2 in. balls in No-Taste Red/Christmas Red combination, Royal Blue and Copper. Roll out red gum paste and cut bow tie using pattern; attach ball in center with damp brush. Let set on crumpled waxed paper to shape; let dry. Roll out copper gum paste and cut hands, reversing one hand to form left hand. Fold fingers of left hand around cookie stick; let dry. For white stovepipe hat: Cut a piece 9 3/4 in. wide x 2 1/2 in. high; wrap around a can approximately 3 in. diameter, dusted with cornstarch, let dry. For brim, cut a white circle 5 in. diameter, let dry. For hat top, use circle cutter to cut a 3 in. diameter circle, let dry. To assemble, attach stovepipe hat to brim with a damp brush. Attach hat top to stovepipe with damp brush.
Cut blue hat band 9 3/4 in. long x 3/4 in. wide and attach to hat with damp brush. Cut 11 red stripes 1 3/4 in. long x 1/2 in. wide, attach to hat with damp brush, spaced 1/2 in. apart. Cut a 4 in. cardboard circle, wrap with foil and attach to bottom of hat.
On bear cake, trim off ears, tail, hands and protruding area of face. Insert 2 large marshmallows on cookie sticks, leaving about 2 in. at top end; attach hands to top end of sticks with a piece of gum paste and insert in each armhole. Ice shoe bottoms and shirt area smooth. Using pattern, outline and pipe-in mouth with tip 3; add tip 3 bead tongue. Outline lapels with tip 3. Cover face, jacket, pants and shoe tops with tip 16 stars. Overpipe cuffs with tip 16 stars. Pipe tip 3 eyes and tip 16 pull out star eyebrows and goatee, overpipe star nose. Add tip 18 pull out star hair. Attach flag to lollipop stick with icing. Position hat and attach bow tie with icing.
