In advance: Make drop flowers in royal icing. For each fleurs de lis, make approximately eight tip 224 drop flowers and seven tip 225 drop flowers, all with tip 3 dot centers. Let dry.
If desired, use cake dividing set to mark cake sides for positioning of fleurs de lis. Pipe a tip 32 upright shell for center.
Pipe two tip 32 elongated side shells to bottom point of center shell.
Position drop flowers on top of center shell. Pipe tip 349 leaves.
