Bake brownies. Prepare brownie batter following recipe instructions. Bake and cool.
Ice brownies. Using spatula, ice brownies smooth with chocolate icing. Chill for 30 minutes, or until set.
Decorate brownies. Cut brownies into 2½ x 3½ in. rectangles.
Prepare decorating bag with tip 3 and vanilla icing. Pipe dots on each brownie.
