In medium bowl, stir together flour, baking powder, cinnamon, ginger, allspice, and nutmeg. In large bowl, beat together butter and sugar with electric mixer until light and fluffy. Add eggs and vanilla; mix well. Blend in chocolate. Gradually add dry ingredients to butter mixture, beating until smooth. Form dough into a disc, cover and chill until firm, about one hour.
Roll dough approximately 1/8-in. thick. Dip cutters in flour; cut and transfer cookies to cookie sheet.
Bake 8-10 minutes. Cool cookies completely on pan.
