In advance: Make hat. With scissors, trim ice cream cone to 2 3/4 in. high. Tint a portion of royal icing green; ice cone smooth and let dry. Also: Make hands. Roll out red spice drops on waxed paper sprinkled with sugar. Cut hand shapes using knife.
Bake and cool cupcakes in silicone cups supported by cookie sheet. Decorate with buttercream icing. Using tip 12, pipe a mound of copper icing on top and smooth with spatula. Attach hat with buttercream. Pipe tip 352 pull-out hair in Red-Red. Around base of hat. Pipe tip 4 pull-out pompom in white. Cut lollipop sticks to 3 in. and insert in cupcake for arms. Insert each arm into bag fitted with tip 21 and filled with green icing; pull bag away to pipe arms. Clean off 1/2 in. from end of stick and attach hands with royal icing; let dry. Pipe tip 3 dot eyes in white, tip 2 dot pupils and outline mouth in black. Pipe tip 4 dot cheeks in rose and pull-out nose in copper. Add tip 352 pull-out ears in copper.
