  1. Preheat the oven to 350°F. Spray 13 in. x 9 in. pan with vegetable pan spray.
  2. In a small bowl, combine flour, baking soda and salt and set aside.
  3. In a small saucepan, melt butter and sugar with water and stir until sugar is dissolved.
  4. Add 2 cups chocolate chips and stir until melted then remove from heat.
  5. Stir in vanilla and cool slightly.
  6. In a large bowl, beat eggs with an electric mixer.
  7. Add melted chocolate and mix well.
  8. Add flour mixture and stir until just combined. Spread batter in prepared pan.
  9. Bake for 25-30 minutes or until a toothpick inserted in the center comes out almost clean.
  10. While brownies are hot, sprinkle evenly with marshmallows, almonds and remaining cup of chocolate chips. Return to the oven for 5 minutes or until marshmallows begin to melt. Cool completely on the cooling grid before cutting.
