Bake Orange Dream Cake in 8-in. round pan. Cool cake in pan on wire rack 10 minutes. Remove from pan and cool completely.
Tort each cake layer (slice in half horizontally - 4 layers total). Place one layer on foil covered cake circle, cut side up. Spread 1/3 of filling evenly over cake layer; place next cake layer over filling. Repeat 2 more times, ending with cake layer cut side down. Spatula Ice cake smooth with white buttercream icing.
Using round cutter, mark neck area using round cutter. Outline neck area and bib with tip 4, leaving 1/2 to 3/4 in. from outline to edge of cake. Fill in bib area with tip 18 stars. Pipe tip 104 ruffle. Pipe tip 4 bow. Pipe tip 21 rosette bottom border. Attach icing decorations on border and cake top with tip 4 dots of icing.
Line muffin pan with baking cups. Fill 1/2 full with your favorite cupcake recipe or batter from a mix. Bake according to recipe instructions. Cool completely.
The rosette has the tight, swirling look of a rose, but is achieved in one continuous rotation, rather than with wrapped layers of petals. Single rosettes are also used as candleholders on top of a cupcake.
