Make cake circles. Prepare batter following recipe directions Tint red. Bake and cool cake according to pan package directions. Use knife to level cakes 1/2 in. high. Use smallest round (1 3/4 in.) cutter from set to cut four cake circles per treat pop.
Assemble treat pops. Prepare buttercream icing following recipe directions. Tint red. Push cake circles into bottom of treat pop. Use tip 1A and red icing to pipe a swirl of icing from back edge following the curves of the container, then filling the center. Repeat to add three more layers of cake and icing. Use tip 1A and red icing to fill treat pop cap. Place cap on treat pop and rest container on side.
Make race car. For heads, use black edible color marker to draw facial features on candy wafer. For hair, use fondant roller to roll out spice drop on granulated sugar-covered surface. Use knife to cut thin strips, 1/2 in. long. Use brush to dampen ends of strips and press onto front and back of candy wafer for hair.
Melt red Candy Melts candy according to package directions. Use melted red candy in cut parchment bag to attach candy wafers for wheels, candy-coated chocolates for headlights and steering wheel, and head.
Use scissors to cut smoke from paper. Use marker to write name and use tape to attach to treat pop base.
