Bake and cool cookies on sticks following pan directions.
Cover with thinned blue royal icing; let dry.
For birds decoration, roll a 1 in. ball of fondant and press into cornstarch-dusted mold. Turn mold over to release. Attach birds to cookie with a damp brush. Add a small amount of Pearl Dust to 1 teaspoon of vanilla; stir and brush on birds. Let dry.
Place treat in bag. Cut a 12 in. piece of ribbon for each treat and tie around stick.
