In advance: Prepare light blue Sugar Sheets! For bows.
Bake and cool 2-layer cakes (trim 12 in. layers to 1 1/2 in. high for a 3 in. high tier). Ice smooth. Prepare for Stacked Construction; stack cakes on prepared board. Use yellow stars to cover 12 in. tier. Cut eight 3 x 6 in. wide strips for sides; attach with piping gel. Cut 2 in. wide strips (four 6 in. long, two 8 in. long) for top; attach.
Use red swirls to cover 8 in. tier. Cut four 4 x 8 in. wide strips for sides; attach. Cut an 8 x 8 in. square for top; attach. Using Border Punch Set with Scallop Cutting Insert, cut four red strips 3 x 8 in. long. Turn strip in punch to cut a second scalloped edge. Center on top tier and attach, trimming as needed. Using rotary cutter and light blue Sugar Sheets!,cut four strips 1 x 8 in. long; attach over red strips, trimming as needed. Cut four strips 1 1/2 x 6 in. long; attach diagonally over corners of bottom tier. Attach six large loops and center knot for top bow, three small loops for each corner bow.
