Make gum paste peony three days in advance. Follow instructions in cut-outs set to make a peony on wired base with first row of eight small petals, second row of six medium petals, third row of 11 medium petals and last row of 10 large petals. Do not make leaves. Let dry and assemble following instructions.
Highlight petals two days in advance. Assemble peony petals following instructions. Use a combination of white and pink Color Dust to brush petals. Let set on cornstarch-dusted board.
Make cakes one day in advance. Bake and cool three 6 in. cake layers and three 10 in. cake layers. Level, fill and stack cakes on same-size cake circles for a 3-layer 6 in. cake, 6 in. high and a 3-layer 8 in. cake, 5 in. high.
Assemble cake. Ice cakes smooth. Prepare cakes for stacked construction with center core rods and support rods and caps. Stack cakes on cake plate.
Decorate cake. Prepare a disposable decorating bag with coupler and tip 126; fill with icing. On 10 in. cake, pipe tip 126 ruffles from top edge to bottom, covering side of cake. On 6 in. cake, pipe tip 3 bead bottom border.
Position flower. Insert cake spike in top of 10 in. cake. Trim wire on flower to 5 in. Insert flower in spike.
