Bake and cool 2-layer cakes. Prepare for stack construction and fondant covering. Cover cakes with 72 oz. lemon yellow fondant and stack cakes. Position on foil-wrapped cake board. Tint 1/2 oz. remaining fondant Golden Yellow.
Divide 12 oz. fondant and tint: 1/2 oz. red, 4 oz. blue, 4 oz. violet, 1 oz. rose, 1 oz. green and 1 oz. orange.
Mold 8 white large cupcakes and 8 small cupcakes.
Mold candles, cupcake liners, flags and stars. Use Golden Yellow, Sky Blue, Violet, Rose, Leaf Green and Orange to match the photo. Mold 8 red cherries, 4 orange large cupcake, 4 pink large cupcakes, 4 blue small cupcakes, 4 green small cupcakes, 2 orange large stars, 2 pink large stars, 2 violet medium stars, 2 blue medium stars, 2 each: blue, green pink small stars. Mold 16 Golden Yellow flames, 4 each pink, green, orange, violet candles. Mold 4 green flags, 2 orange flags, 4 blue flags, 4 pink flags and 2 violet flags.
Mold rope violet fondant for bottom border. Mold band in light blue fondant for bottom border of 8 in. cake. Mold rope with white fondant and attach to top border with flags. Attach to cake with damp brush.
