Prepare royal icing following recipe directions. Tint small portion brown. Reserve remaining white. Use tip 2, cut disposable decorating bag and brown icing to pipe eyebrows on face. Lay parchment paper over hair pattern. Use tip 2, cut disposable decorating bag and brown icing to pipe strands of hair.
Let heads and hair dry for 24 hours.
Make whoopie pies. Prepare whoopie pie batter following recipe directions. Bake and cool whoopie pies. Prepare whoopie pie filling following recipe directions. Tint filling blue.
Assemble whoopie pies. Use tip 12, cut disposable decorating bag and blue filling to pipe a swirl on pie. Sprinkle filling with white sparkling sugar. Sandwich whoopie pie. Use white royal icing in cut disposable decorating bag to attach head to top of pie. Use tip 2, cut disposable decorating bag and brown icing to attach hair to top of head.
