In medium bowl, stir together flour, baking powder, salt and cinnamon.
In large bowl, beat butter and sugars with electric mixer until light and fluffy. Add maple and vanilla extracts and eggs, one at a time mix well. Add half of flour mixture, beating until combined. Add milk and remaining flour, scrape down sides of bowl, and beat until combined. Add oats, raisins and pecans. Drop by rounded tablespoons onto cookie sheet, spacing 2 in. apart.
Bake 11-14 minutes or until light golden brown. Cool on 5 minutes. Remove to cooling grid; serve warm or cool completely.
