Divide and color fondant. Attach fondant to cookies using a damp brush. Mold shoes, roll out and cut pants and shirt, attach. Mold hat and brim; attach brim to cookie, then attach hat to brim. Cut two strips 3/16 in. wide and attach for suspenders. Shape drum, cut and attach narrow strips for trim. Attach to cookie.
Using royal icing, pipe tip 3 dot eyes. Using tip 2, add dot pupils, string and dot mouth, dot nose and cheeks. Pipe tip 2 shoulder epaulets. Add tip 3 fleur-de-lis on hat. Make drumsticks: Roll two 1/4 in. balls fondant, cut two 1 1/2 in. lengths of black licorice. Dampen ends and insert into fondant balls. Attach to hands with royal icing.
